Piano Italia 5G Backhaul

The “Piano Italia 5G” is part of the public intervention plans provided for in the “Italian Strategy for Ultra-Broadband – Towards the Gigabit Society” (hereinafter referred to as the Strategy) which, in implementation of the PNRR (National Recovery and Resilience Plan), aims to promote the spread of 5G mobile networks across the entire national territory. These networks are expected to ensure a significant improvement in mobile radio connectivity through optical fiber backhauling of base radio stations (BTS) and the densification of network infrastructure in areas of the country lacking market investments. The plan includes two measures aimed at:

– Fiber-optic backhauling of more than 10,000 existing mobile radio sites – “5G Backhaul Call”

– Creating new 5G mobile sites in over 1,200 areas of the country – “5G Densification Call”

The public funding provided by the calls will cover up to 90% of the total cost of the works.

Thanks to the investment in the creation of 5G networks, it will be possible to meet the demand for mobile connectivity and innovative, high-performance mobile services even in areas not covered by existing plans, in accordance with European state aid regulations. The funded networks will be subject to the obligations set by AgCom (Italian Communications Regulatory Authority).

5G Backhaul Call

The “5G Backhaul Call” provides incentives for investments in the fiber-optic backhauling of existing mobile radio sites, covering up to 90% of their cost.

The activity involves interventions in over 10,000 areas, an area being defined as physical locations where fiber-optic backhauling for base radio stations needs to be implemented.

The intervention plan is to be completed nationwide by the first half of 2026, based on a specific timeline defined in the call for tenders for each intervention area.
