Piano Italia 1 Giga

The “Piano Italia 1 Giga” is part of the National Recovery and Resilience Plan, with €49 billion allocated for the digital transition, to be implemented from 2021 to 2026.

The plan funds numerous initiatives, among which the development of ultrabroadband networks, to which €67 billion have been allocated.

Italy is set to become a country entirely served by super-fast digital connections, guaranteeing 1 Gigabit-per-second connectivity for approximately 7 million addresses (street numbers) throughout Italy, and 5G coverage in market failure areas.

The goal of the “Piano Italia 1 Giga” is to provide connectivity at a speed of at least 1 Gbit/s download and 200 Mbit/s upload to the buildings identified in the mapping activities conducted by Infratel Italia in 2021, which were found not to be covered by at least one network able to reliably provide download speeds of 300 Mbit/s or higher. The connection at a speed of at least 1 Gbit/s download and 200 Mbit/s upload will be provided with no limits on traffic volume for users and in compliance with the principle of technological neutrality.

The addresses involved in the call for tenders are nearly 7 million across Italy, divided into 15 geographical areas, the so-called lots.

The temporary consortium TIM – FiberCop was awarded 7 lots, equivalent to approximately €2.6 billion in spending commitments and €1.6 billion in contributions.

The regions involved are Piedmont, Val d’Aosta, Liguria, Abruzzo, Molise, Sardinia, Umbria, Marche, Calabria and Basilicata, plus the autonomous provinces of Trento and Bolzano.

The tender was structured with an “incentive” model, meaning that the public contribution covers up to 70% of the expenses incurred, while no less than 30% remains the responsibility of the beneficiary.

FiberCop and TIM will guarantee all market operators wholesale access to the funded infrastructure as per the guidelines set by AgCom (Italian Communications Regulatory Authority)  and by the call for tenders.
