The Piano Italia 1 Giga comes within the National Resilience and Recovery Plan with 49 billion Euro dedicated to the digital transition to be implemented in the period 2021-2026.
The recovery plan finances several actions, including the creation of ultra-fast broadband networks with 6.7 billion Euro.
Italy is on its way to 100% ultrafast digital coverage, guaranteeing 1 Gigabit-per-second connectivity for approximately 7 million addresses (street numbers) throughout Italy and 5G coverage in the areas with market failure (not covered).
The objective of the 1 Giga Piano Italia is to provide minimum download speeds of 1 Gbit/s and upload speeds of 200 Mbit/s to the buildings which were not covered by at least one network capable of providing reliable download speeds equal to or exceeding 300 Mbit/s, according to mapping activity performed by Infratel Italia during the course of 2021. The minimum download speed of 1 Gbit/s and upload speed of 200 Mbit/s will be provided without limits to the volume of traffic for the users and in respect of the principle of technological neutrality.
There are almost 7 million street numbers throughout Italy involved, divided into 15 geographical areas called lots.
The Temporary Business Grouping TIM – FiberCop was awarded 7 lots equal to about 2.6 billion euro of commitment of expenditure and 1.6 billion of grants. The Regions concerned are Piedmont, Val d’Aosta, Liguria, Abruzzo, Molise, Sardinia, Umbria, Marches, Calabria and Basilicata, plus the Autonomous Provinces of Trento and Bolzano.
The tender was structured with a so-called “incentive” model, meaning that the public grant covered up to 70% of the costs incurred whereas a share of no less than 30% was at the beneficiary’s expense.
FiberCop and TIM will guarantee all the market operators wholesale access to the financed infrastructures, on the basis of what is established by the Italian Communications Authority (Agcom) and by the call for tender.
